4. Silence ≠ Supplier Whitespace

The absence of a public vendor announcement does not guarantee a supplier package is unawarded; it may be under private negotiation.

5. Unknowns Remain Unknown

If empirical evidence does not support a specific detail—such as the exact primary electrical contractor—SigQuarry explicitly marks it as unknown rather than making speculative guesses.
